Products and certification methods applicable to Saudi SASO certification

In the new conformity assessment specification, the HS code of the product will be used to distinguish whether the product is within the scope of control. Controlled products must meet the requirements of the new technical specifications (TRs). So far, SALEEM has included 42 categories of products within the scope of control, and it is expected that more products will be added in the future.

According to HS CODE to determine the product certification method, it is divided into the first stage: PC certificate (product conformity certificate) and the second stage: SC certificate (batch conformity certificate)

1. What is the SaSo certificate?

SASO is the abbreviation of Saudi Arabian Standards Organization (Saudi Arabian Standards Organization), and CoC is the abbreviation of Certificate of Conformity (Certificate of Conformity).Since August 2004, all products except for prohibited and exempted products are imported into Saudi Arabia. All need to obtain CC to clear customs smoothly. The goods that have not obtained the CoC will be detained during customs clearance, and the certificate can be issued after the spot inspection is qualified. The cost and time are much higher than that of obtaining the customs clearance certificate before shipment.

SASO is an organization that sets standards, and CoC is a customs clearance certificate. Since most customers are not clear about this concept, CoC will be referred to as SASO certificate, SASO certification, and Saudi COC certification. In fact, they all mean the same thing, that is, The goods he exported to Saudi Arabia obtained a customs clearance certificate, that is, the certificate of conformity CσC. The function of the certificate is to prove that the exported goods in Saudi Arabia conform to Saudi standards and regulations, are qualified and have no safety hazards, the goods are caused by documents, and there is no multiple loading or private entrainment. This is the meaning of the conformity certificate.

1. SALEEM certification and SABER system:

Starting from January 1, 2019, the Saudi Standards, Metrology and Quality Organization (SASO) has launched a new Saudi product certification program (SALEEM), which will gradually replace the current compliance certification. To this end, SASO has developed a new online system SABER. The so-called SABER is an online network system tool launched by the Saudi Bureau of Standards for product registration, issuance, and a complete set of paperless office systems for product registration, issuance, and acquisition of compliance clearance SC certificates (Shipment Certificate). SALEEM certification is a conformity certification evaluation program for local Saudi companies.

5. How much does the SaSo certification cost?

1. Batch inspection (one inspection, one certificate)

If the FOB amount is less than or equal to USD200,000, the fee=0.45%×FOB amount (low: CHY1,950);

If the FOB amount is between USD200,000~USD1,000,000;

Cost = USD900+0.35%×FOB amount exceeding USD200,000;

If the FOB amount exceeds USD1,000,000;

Cost = USD3500+0.1%×FOB amount exceeding USD1,000,000.


2. Registration certificate (valid for one year)

The registration certificate fee is divided into two parts, namely:

Company registration: USD425;

Product registration: USD40/model or series;

The registration certificate is valid for one year and is renewed every year.

If a new registered product is added to the issued registration certificate, the fee is: CHY800+USD40/model or series


3. Certificate modification: If the issued certificate needs to be modified, a certificate modification fee of RMB 550 will be charged. Please also note that the original certificate must be returned, otherwise the new certificate will not be issued.


4. Additional certificate: If multiple certificates need to be issued for the same batch of goods, an additional certificate fee will be charged, RMB800 per copy.


5. Inspection exemption certificate: For registered goods, if the inspection is exempted, the cost of each certificate is RMB 800 (except for special agreements).

6. What should I do if I fail the SaSo certification?

The SASO certificate cannot be shipped without applying for it

SASO certification is divided into two steps: inspection + inspection, that is, first the product must pass the inspection, and after it is qualified, it must be inspected before shipment. The inspection is OK before you can apply for the certificate.
